Wisconsin State Representative Tom Tiffany has criticized the Biden-Harris administration, claiming that the CBP One app was created to "mass parole illegal aliens" into the United States, which he says constitutes "parole abuse" and is "illegal." Tiffany made this statement in an October 1 post on X.
"The Biden-Harris admin created CBP One, a mobile app they use to mass parole illegal aliens into the U.S," said U.S. Rep. Tom Tiffany (R-Wi). "This is parole abuse. It's illegal."
The CBP One mobile application, launched by U.S. Customs and Border Protection (CBP), allows noncitizens without proper documentation to schedule appointments at specific U.S. ports of entry along the Southwest border. The app is available for free on Apple and Google Play stores, providing accessibility for travelers. Appointments are allocated daily, and migrants in Central and Northern Mexico, as well as Mexican nationals across the country, can request appointments. The process includes registration, geolocation checks, and photo verification. According to CBP, starting in August 2024, additional locations in Southern Mexico were added for appointment requests.

Attorney General of Texas Ken Paxton has filed a lawsuit against the Biden Administration over the use of the CBP One app. Paxton argues that the app encourages illegal immigrants to schedule their unlawful entry into the U.S., bypassing federal law by facilitating entry without ensuring migrants meet strict exceptions required to avoid deportation. He seeks to stop what he describes as a rule that could further increase immigration surges at the U.S.-Mexico border.
Tiffany represents Wisconsin's 7th Congressional District and was elected in May 2020 during a special election. He grew up on a dairy farm near Elmwood, Wisconsin, and holds a degree in agricultural economics from the University of Wisconsin – River Falls. Before serving in Congress, Tiffany was part of the Wisconsin State Assembly and State Senate where he focused on tax reduction, job creation, and protecting Second Amendment rights.
