A new bill authored by State Rep. John Spiros in the Wisconsin Assembly seeks to expand child care center regulations and improve safety training requirements, according to the Wisconsin State Assembly.

According to the Wisconsin State Legislature's official website, the bill was described as follows: "the regulation of family and group child care centers. (FE)".

The following is our breakdown, based on the actual bill text, and may include interpretation to clarify its provisions.

In essence, this bill mandates the Department of Children and Families (DCF) in Wisconsin to authorize licensed child care centers to provide care and supervision for expanded groups: family child care centers for four to twelve children and group child care centers for thirteen or more children, contingent upon sufficient staff and space. It revises the fee structure, requiring a biennial fee of $60.50 for family centers and $30.25, plus $16.94 per child, for group centers. The legislation also stipulates that all child care center licensees, and their employees and volunteers who care for children under one, receive training on preventing sudden infant death syndrome. The bill directs amendments to the state administrative code definitions to reflect these changes and applies to license applications submitted on its effective date.

The bill was co-authored by Senator Rachael Cabral-Guevara (Republican-19th District), Representative Scott Allen (Republican-82nd District), Representative Elijah R. Behnke (Republican-6th District), Representative Robert Brooks (Republican-59th District), Representative Barbara Dittrich (Republican-99th District). It was co-sponsored by Senator Steve L. Nass (Republican-11th District), along 12 other co-sponsors.

John Spiros has co-authored or authored another 41 bills since the beginning of the 2025 session, with all of them being adopted.

Spiros graduated from Metropolitan Community College in 1985.

Spiros, a Republican, was elected to the Wisconsin State Assembly in 2013 to represent the state's 86th Assembly district, replacing previous state representative Jerry Petrowski.

In Wisconsin, the legislative process starts when a senator, constituent, group, or agency proposes an idea for a bill. After drafting, the bill is introduced, numbered, and referred to a committee for review and public input. If approved, it moves through three readings and votes in both the Senate and Assembly. Once both chambers pass the same version, the bill goes to the governor, who can sign it, veto it, or let it become law without a signature. Only a small share of bills introduced each session ultimately become law. You can learn more about the Wisconsin legislative process here.
