WASHINGTON, D.C. – Congressman Tom Tiffany’s (WI-07) legislation, the No WHO Pandemic Preparedness Treaty Without Senate Approval Act, has passed out of the House Foreign Affairs Committee. The bill mandates that any convention or agreement resulting from the World Health Organization’s (WHO) intergovernmental negotiating body be classified as a treaty, thereby requiring the advice and consent of a supermajority of the Senate.
This legislative move follows the WHO's failure to finalize their global pandemic treaty during this year's World Health Assembly. WHO Director Tedros Adhanom Ghebreyesus commented on this setback: “We will try everything — believing that anything is possible — and make this happen because the world still needs a pandemic treaty.”
Congressman Tiffany expressed his concerns regarding international oversight of U.S. pandemic management: "Under no circumstances should the Biden administration surrender our pandemic management to international bureaucrats at the World Health Organization and United Nations. The WHO has repeatedly shown that they cannot be trusted to carry out an effective pandemic response. Today, the House Foreign Affairs Committee took an important step to protect American sovereignty."
The No WHO Pandemic Preparedness Treaty Without Senate Approval Act has garnered support from 59 Members of Congress as cosponsors. Senator Ron Johnson (R-WI) has introduced identical legislation in the Senate with every Republican senator as a cosponsor.
H.R. 1425 also receives backing from several organizations including the Center for Family and Human Rights, Eagle Forum, Family Research Council, Family Watch International, Heritage Action, Sovereignty Coalition, and Women’s Rights Without Frontiers.
