Wisconsin Representative Tom Tiffany has introduced the No WHO Pandemic Preparedness Treaty Without Senate Approval Act, which mandates that any agreement with the World Health Organization (WHO) must receive Senate consent. This move aims to safeguard U.S. authority from being transferred to "globalist schemers."
"While President Trump pulled the U.S. out of the corrupt WHO, this legislation blocks future administrations from surrendering our sovereignty to globalist schemers," said Rep. Tom Tiffany. "The WHO's repeated failures in pandemic response show it cannot be trusted, and congressional oversight ensures no single administration can sign our rights away to the UN."
According to a press release, Tiffany reintroduced the bill with 10 House cosponsors. The legislation requires a two-thirds supermajority vote in the Senate before any administration can enter into a pandemic-related agreement with the WHO. This action follows previous interest from the Biden-Harris administration in a WHO treaty and addresses concerns regarding executive authority in international health agreements.
The press release highlights past actions by the WHO, including its response to COVID-19, such as early communication from Taiwan and statements from Chinese officials. It also notes that while the WHO pandemic treaty was adopted by consensus at the 78th World Health Assembly in May 2025, it was not signed by the Trump administration, although the Biden administration indicated it would have done so. The bill is described as adding a constitutional requirement for Senate involvement in future agreements.
The bill’s House cosponsors include Representatives Michael Cloud, Eli Crane, Dan Crenshaw, Paul Gosar, Harriet Hageman, John Moolenaar, Ralph Norman, Pete Stauber, Claudia Tenney, and Tony Wied. Senator Ron Johnson introduced a companion bill in the Senate with 15 cosponsors, including Senators John Barrasso, Ted Budd, Kevin Cramer, Mike Crapo, Chuck Grassley, among others.
Tiffany represents Wisconsin's 7th Congressional District and was elected in May 2020 during a special election. He grew up on a dairy farm near Elmwood, Wisconsin and holds a degree in agricultural economics from the University of Wisconsin – River Falls. Before his tenure in Congress, Tiffany served in both the Wisconsin State Assembly and State Senate with a focus on tax reduction, job creation, and protection of Second Amendment rights.
