The Immigration Parole Reform Act of 2023 was included in the House Judiciary Committee’s plan to secure America’s southern border

WASHINGTON, DC – On April 20, Congressman Tom Tiffany’s (WI-07) bill, the Immigration Parole Reform Act of 2023, passed out of the House Judiciary Committee as part of H.R. 2640, the Border Security and Enforcement Act of 2023.

 The Immigration Parole Reform Act of 2023, which Tiffany introduced in March, will end the executive branch’s gross abuse of immigration parole power. Specifically, it prohibits the Secretary of Homeland Security from granting parole “according to eligibility criteria describing an entire class of potential parole recipients,” otherwise known as categorical parole.  

“For decades, leaders from both political parties have abused parole authority; however, the Biden administration has taken this abuse to an entirely new level – using parole to operate an unconstitutional mass immigration channel,” said Congressman Tiffany. “It is past time for Congress to secure our southern border, reclaim its authority over immigration, and end this flagrant abuse of parole authority.”  

First established in 1952, immigration parole allows the executive branch to temporarily grant individuals entry into the U.S. on a case-by-case basis for urgent humanitarian reasons or significant public benefit. Yet, under the Biden administration, over one million illegal border crossers have been paroled into the U.S. – a number that is larger than the resident population of five states. In January, the Biden administration announced they will accept up to 30,000 migrants per month from Latin America and the Caribbean under humanitarian parole.
